Sincerity

Was recently in a thread talking about dharma and those who speak it.

Joshu says the false dharma, uttered by a sincere man, becomes true. The true dharma, uttered by the insincere man, becomes false.

What is sincerity? How can one man be known to be sincere and another in sincere?

Is not the judging of who is sincere and who is not sincere arbitrary and if so, who is to decide who is speaking right/wrong dharma?

If dharma is neither true nor false how can it be said to be right or wrong dharma?
