Why does Huangbo say this in the Wan-Ling record?

When you practice mind-control, sit in the proper position, stay perfectly tranquil, and do not permit the least movement of your minds to disturb you. This alone is what is called liberation.

It seems to reflect what Dogen said in the Fukanzazengi. Nowhere else in the records of Huangbo does it say to engage in sitting meditation, and then this bomb is just dropped at the end. Any thoughts?
